I have a KX-td1232 that origianlly was programmed a handset so that when an incoming call comes in on line 2, the line light will flash but it wont ring.

Being as such, caller ID does not even appear on the phone for the incoming call. It stays on the time.

How can I change it that the phone will ring, and the caller ID will display? There is a caller ID card in there, because line 1 rings and shows called ID.

Thanks

Where do I go change that? Is that using the software where I hook to the pbx via my computer?

If you used a phone, you could have it changed before you even got the computer booted up.
All of the terms are in the Installation manual.
Surely you're not trying to work on programming without one?

If the instructions in the manual don't make sense (and I've found they don't to most end users), consider calling a qualified tech to help you out with this.

It's going to involve a small expense, but it will save you a large amount of frustration, and if your time is worth anything at all, money.

Since there's more than one manual, is it possible you have the wrong one? It's pretty clear in the Programming manual how to program from a phone. If you can't get into programming from a phone, you darn sure can't get into programming from the "software".
