If it's in Telco lines or the drop it's their responsibily no private, company can fix it. It could be in the protection in the NID, that someone could change for you, even though they aren't suppose to.

thanks justbill for all you help i realy apreciate it as someone indicated disconnect all the phone and c what happen it's the same thing when there is a problem the teleco company send out a private tech if the problem is in the house and u want him to fix it the private tech charge u right there and fix it and keep the money i hope u c where i'm going, it's either u pay r u not getting anything done or fix all the private tech work for the company

Where are you located? Are you in the US? I assumed Miami.

I have never seen a telephone company send out a "private tech". My company has sometimes been recommended by our local telephone company techs (not the telephone company itself) to handle customer wiring and other problems that they won't take care of. But even then we cannot touch anything on the telephone company side of the NID or demarc. Any problems there the telephone company HAS TO FIX and they cannot charge you for it. They HAVE to send someone out to diagnose the problem if you tell them the problem is not in your house.

I wonder if you are being scammed by a dishonest telco employee. He or his buddy comes back in an unmarked truck, fixes your problem and gets money from you?

Are you with the incumbent carrier, or a competitor? Some CLEC's utilize contractors instead of hiring their own technicians, or to carry additional workload during peak times.

Yeah, we've done work for CLECs like that but it was always AFTER the ILECs NID or demarc.
