In *40 you program members in 900, but the number you use in forwarding is 850. Yes it is confusing but it will never be changed, they don't make these any more.
You should be able to get into *40. If you can't then you can't use a distributed hunt group and program your hunt in 33 and use the first extension number of the voicemail in your forwarding (as above.)
There is no big deal with using a distributed hunt group, the only thing it gives you is equal use of ports so the first port doesn't get 20 times as many calls as the 4th port. Not, not a big deal.

It is my understanding that there were numerous bugs in version 2T of Rel 3. If you can, I recommend upgrading to a newer version.

I have checked and double checked all of my programming and everything seems to be correct.
Next silly question... how do I upgrade to a newer version?

I beleive you may need to do a chip upgrade to the next version. You can do a back-up using DKAdmin then install the chip and then upload the back-up. The last I knew the latest and greatest version was 4.3.What is the part number of your processor (RCTUA3, RCTUBA etc)? I can give you the Toshiba part number for the upgrade chip if I know what processor you have.
Being that these processors aren't supported by Toshiba anymore, you may not be able to get the chip from them.
Have you tried upgrading the customer to a CIX??

The part number is RCTUA3. Also, where can I get the DKAdmin software? I have been programming strictly by phone, but if you can do a backup with the software I should probably invest in it.

Unless Toshiba has released something I don't know about you need the software and a dongle that goes into your parallel port. The dongle was $250.
If this is an A software card, I would just copy down the data and upgrade the chips, much cheaper and not hard.

On Toshiba Phone System prior to the New CTX. If an extension call another extension, and they do not answer, the msg light automatic turns on. When you hit the message light, it will call the extensions that attempted to call you earlier. Two ways of turning this off, on the extension that is the light is on, press Intecom #409. 2nd Option- Go to extension 200 (extension that attempted to call) Press Intercom #64 follow by 205) This will cancel the msg that extension 200 left 205 when ext 200 call 205 and didn't get an answer.
