A volt ohm meter is fine on solid faults, no good on high resistance, for those you need a true fault locator.
I was told once by a math wiz that you only have to dig 7 holes (pretty sure it was 7 but is wasn't many) to find a fault it you cut it in half each time. I've never tried that theory.
