What if I just use the Night Service to ring a Station and the PA? Would that work?

Yes, DIT the trunk(s) to the night bell or #31XX where XX is the page zone number and place the trunk appearance(s) on the ringing station and ring immediate for night. But you won't be able to delay ring to voicemail.
