Do you have a cap tester?? Remove it from the board and test it. The glue does turn brown from heat and age. It's usually the smaller uf caps that fail. If the main filter cap fails either it shorts and blows the fuse or it opens and you get a loud 60 cycle buzz on all phones. That's been my experience in repairing KSU's over the last 25 years. If you dont have a cap tester PM me and I will tell you how to test with a volt meter.
