Does anyone know how to get the Unified Messaging WAV files to play on a Windows 7 Phone?
Or convert to MP3?

Have your vendor change the message recording codec to 5 in the Stratagy.

I saw a post the paramater and checked and it is set to 5. sys_msg_recording_audio_type = 5 is that the parameter?

Yes. Remember to restart the Stratagy for it to take effect.
