You don't seem to be in the programming mode if I'm reading your keystrokes right. The first 3 pages of 600 need to be read very carefully. There is only one Installation Manual for this system--so you should have the right one. Display phone at the first port is OK. Program 13 is OK.
You might want to get in touch with a Vodavi tech to teach you how to program this system. It might save you some frustration & alot of time. In an hour, he/she would be able to teach you some basics.
Remember, this is 15 year old system, at least. It is a solid old rascal, but has some age to it.
