I have a DS2000 I have just installed and I have the same problem. After doing everything I can think of, I started at the beginning and I have determined that the incoming CO voltage is about 50v DC! I think that is my problem. EVERYTHING works except the CO does not ring or light. Does anyone have an idea of how to get the incoming CO voltage from 50v DC to the 90 (+/-) vac I need?

Check programming on the system and test demarc with buttset! If all else fails default system and see if problems remains.

I never got back here with my eventual solution (although it doesn't appear to be of help to you). I replaced the Verizon lightning protectors. All's well now. Don't ask me why that made a difference, but it did. I don't think they can change AC to DC though [Linked Image from sundance-communications.com]

It was suggested I use a device from Viking Electronics. It is part number PF-6A (Ii think) It allows phones to operate during a power outage. Any thoughts about that?
