Does anyone know the code for Elevator phones in Jersey? We will follow up with the township on Monday but just trying to get some stuff in order. Just need to know if it needs to be a dedicated line or if it can be shared. Also if it is shared does it require a line seize device

Not sure about NJ, but here it is dedicated line - period. No sharing.

Ususally if they are shared there has to be an attendent on duty 24/7. Here they must be dedicated.

Not sure about Jersey recently. Usually it's a dedicated line, an autodialer to 911 or a ringdown to an operator or another 24/7 position.
When I used to do hospitals it was always an auto ringdown to an emergency key on the console.
I would think that a shared circuit is a big no-no, but a residence might fall under completely different rules.

In California, if not a ringdown circuit, then an autodialer on a dedicated POTS (a REAL one...not one from a mux or IAD).
In the hotels I've worked in, the elevator autodialer is usually strapped to call the front desk or other 24-hour manned station. If unanswered, it hangs up and tries the monitoring company or EMS. The thinking is that help may be provided more immediately by someone on-site who can also relay a secondary call to EMS if necessary.
Each time the elevator company has asked me to provide a number for the Front Desk, Concierge or whatever, they always make clear that the number I provide NOT be covered by voicemail (which can fool the dialer into thinking that help has been reached when it actually hasn't).

Here in KY it can go to the receptionist if it is a 24/7/365 post. If not then it must go to a NON-911 emergency number. And it doesn't have to be a dedicated line it can be an ext off the PBX.

But then you didn't mention if this fell under Article 700 of the NEC.
