It must be a feature that was not available on either your software level or maybe it only came about on the IVS2 or the IPS. I only have an IPS to test on maybe some one has an IVS with a higher software than you have and they can test it.
The F1099 only toggles name and number on the display after the caller id is on the display.
Sorry I cannot tell you exactly what to do here.
