There appears to be a compatability problem with newer Brother FAX systems and DTI/T1 trunks. Here are the results of a little test to investigate difficulties with a new multifunction laser printer: MFC9840cdw

July 11, 2009
FAX machine test to investigate dial-1 long-distance
problem with Brother MFC9840cdw laser printer.

System Hardware:
IPK System SW: R4200.
SLI(8)-U13 ETU, Lot 136D, FW=1.40
DTI-U20 ETU, Lot 196A, FW=2.00

Test:
Test dial from each machine at least 10 times.
Use long-distance number that requires first digit dial-1.
Include a Pause after dial-9 trunk access.
Use the same SLI(8) extension and DTI-U20 T1 trunk.
Identify the dial "1" failure by "please dial 1" response from TelCo.
Record touch-tone On/Off time on first dial "1" with buttset.
Code
 Test Results:
Machine: OK: Fail: On/Off time: Notes:
Generic Handset 10 0 -NR- Radio-Shack telephone.
Kyocera KM-2550 10 0 0.120/0.056
HP Laserjet 3030 13 0 0.077/0.071
Brother MFC7220 11 1 0.100/0.130
Brother MFC9840 4 6 0.098/0.135
Switch to CO trunk using dial-8 trunk group:
Brother MFC9840 20 0 -NR- CO trunk also used for DSL.

Conclusion: There appears to be a compatability problem
between the IPK T1 trunk and the Brother FAX system.

Does anyone know of any adjustments that might address this problem?

You could adjust the T1 trunk PAD for each trunk in prog's 3-29, 3-30, 3-31, 3-32.

If that doesn't work I think your options at this point are to get a dedicated POTS line for the Brother fax machine, or get a different fax machine.

What I have found on Panasonics, if the clock is off at the CO a little, everything works fine except slt faxes. Only other clue is that some wireless access points for the cordless phones cycle off and on randomly.

Problem solved!
First dialed digit was getting dropped on the T1/E&M trunks due to premature trunk dial-tone from the IPK switch. Inserting a pause in the FAX machine dial string, before any digits are dialed, eliminated the problem.

This also explains why the problem didn't appear on CO trunks.

Question: what is the best approach to fix this?
*Have TelCo provide the dial-tone rather than IPK?
*Have all FAX machines insert pause before dialing?
*Adjust the IPK to delay the T1 trunk dial-tone? (but how?)

Thanks for your suggestions!
-Dave
