Is there any way to save the user adjustment for handset volume level? Currently the user adjustment is reset to %50 as soon as the handset goes back on-hook... which is a nusance for the receptionist.

What system?
If it is Elite 48/192 or IPK you can change MB 4-92 from down to up and volume will not reset.
IPK II check 15-02-27 but by default it is set to retain user settings.
