The only legitimate reason for withholding the passcode would be if you had outstanding invoices, and even then it would be a bit shaky.
They might be reluctant, with a disclaimer such as, "We cannot be responsible for changes made by other parties," but that should just be a matter of acknowledging the potential to screw it up. But if you're already in as Admin, you already have the power that they do, and presumably you haven't screwed it up yet.

Also, since you have admin power on your mailbox, you can delete the Sandy Simmons passcode and assign a new one. FYI.

FYI,
Outgoing Messages can be changed by using the VoiceMail application on the management PC in the phone room.
To change a greeting: 1. Main Menu > Call Management > Transaction Boxes 2. Use the navigation buttons in the upper right to find the profile you want to modify. e.g. HR Main GRT 3. Select Transaction Boxes > Greetings 4. The small boxes indicate the length of the greeting. Clicking on one launches the playback/recording application 5. When you click play, the VM will call the system phone, press the speaker button to activate.
