I have a electra pro phone system with dtu-16d-2 stations and was needing to know how to program some of the buttons on the phone for phone numbers

You'll have to program unused line keys in MB: 4-12. And make them Speed Dial bins.

There is no way someone at that site can program their own? Without going into system programming.

Well that would depend on what is currently programmed on the buttons. They could find out whats on them by pressing Feature then press the button they want to change.If they are line keys or feature buttons like DND or scroll,MIC then they will need a NEC Tech to change the Buttons.
