Live answer The norstar phones will ring allowing operator or others to answer call live ,At same time the extensions connected to the voicegate will ring . Based on the # of rings to answer ,say 5 the voicegate will pick up " Thank you for calling ABC yada yada"
Maybe its time to call in Telephone guy ,Voicegate 1-800-668-2387 they could rec someone near you ,Also if you give them 6 digit # on dongle on back of tower ,they may even know original installer

From your answer Set Relocation is on. Which means any phone you move all of the programming for that set will move with it... including ringing. If you move a phone that rings to the jack that your voice mail is connected to, that phone will still ring because the DN follows the phone. Check yourself... with F*0, you'll see the phone is no longer 249.
My diagnosis: DN 249 (your voice mail pilot DN) is NOT programmed to ring on external calls. In Norstar programming turn on line ringing for ext 249. If you don't know how to do that call a Norstar certified professional. Check the link at the top of the page to find a technician near you.
