I would agree with westflgator. Tested many T-1's when working for AT&T, CPE trouble was common. I would estimate that 99% of the time when testing good and customer couldn't run it was a customer trouble.

Gentlemen, let me rephrase my statement: Alas, it does not matter if we test good or not, if the customer can't run on the circuit we will be back to prove our circuit good.
