I ended up using MMC 102 to set up call forwarding options. I found that I could force an extension to a particular option with this code. Then I removed all CFWD button programming from the phones. No one seems to know the difference and I haven't heard any complaints about not being able to leave voice mail to someone. Thanks for all the advice!
