Mr. Richey is correct on this one. Last two ports could be jumpered to SLI ports. Put a buttset on the T&R and I'll bet you get dialtone. Move the jumpers to the opposite config. I started out selling Prostar 816s many many years ago.

dip 3 and 8 on for x 7 to be electronic phone and dip 4 and 9 for x 8.
Also program 38 should be all "0" enter ALL 16 ports with no phones show as "n".
While your in there the dip 2 is the ram battery for your memory backup .Its probabably long dead and if you want to change it or put a battery backup on your system b4 you do alot of programming.in any case turn it on

ok theres a big board on the top and small board on the bottom . the jumpers are on the top board if you go along the bottom of the top board there are 2 silver things in the middle ,right above some wires. the dip switches are right above the 2 silver things.
forget about the "buttset" its the thing your doctor checks your prostrate with.
if your really lost email your phone number and i will walk you through it.

inside the box, there is a big board and 2 other boards mounted and data strapped to the main board. I took off the lower of the 2 smaller boards and found dip 3 and 4 and dir 8 & 9. 8 and 9 are red and white switch while 3 and 4 are jumpers.
