I have a Prostar DCS Compact. The two ports on the SLI card do not dial tone. When I go off-hook I hear two touch tones being sent. They can recieve calls. The COS is same as other working stations and their is nothing in MMC306 or MMC307 for these stations.
Where should I look next?

They may have been setup as voicemail extensions at some point possibly for a Starmail system.Check mmc 207.

PVJ is correct the two tones you hear are the system tones telling the voice mail it is present.
Hot line is possible but would send a different warble for an out of service trunk.

The system also has a SVMI-4 card in it, is it dependant on the SLI card's ports?

Looks like your system once had an external add-on voice mail that used the 2 SLi ports, at some stage it has been upgraded to a SVMi-4 which has it's own ports and does NOT need the SLi ports. Someone has just forgotten to reprogram the 2 SLi ports back to normal by the sounds of it.
