Our HP 6310 Fax machine answers, drops the call, and returns the error "Call Blocked" in the 6310's LCD display upon incoming ringing when connected to an analog port of a Samsung 7200 programmed to ring with outside calls to the fax number.
But, when I plug the same C.O. line directly into the 6310 fax, it answers perfectly.
The ring cadence from the 7200 port sounds normal to me...

Do you mean the fax is exiting the system off an single line out to the fax, but it is coming in via a PRI or T-1 as a DID?
We have had a lot of trouble with PRIs provide over 'dynamic/sip' circuits and no always have the providers bring them in as analog off say, an Adtran 908.
