I would like to thank you for your reply
Depending on your Suggestions :
1)sending the client's number in international format (00962 6 3xxx xxx) to the SIP provider .
2)The following ports are forwarded to the ip of the pbx:
TCP 5060,5070, 5080, 1024-4999 UDP 5060,5061, 30000-3012
But The same problem still appear, when i try to make outgoing call on the SIP trunk, The "opposite hangup " Message appears on the Digital phone screen .
Please any suggestions to solve my problem

Take a wireshark trace from the pabx end and post it so we can see the rejection message from your carrier.
Or get your carrier to take the trace
