Actually the fill is outlined in the NEC but only for power circuits. It is not to make the elictricians life easier either, it is solely for heat disipation.
HOWEVER- anticipated having to pull throughhh that pipe again. Engineer it so that it will be easy in the future. I would try to get 2-2" pipes run down the middle. Pull boxes every 25-50 feet and 3/4 from outlet to nearest pull box. (No daisy chaining if at all possible).

I was referring to cabling standards in the EIA/TIA. These of course are not code, but design elements. I think that part of our job is to educate the customer about their investment into their cable plant. I have requested new conduit runs to be placed, even if we don't do them, as part of the site prep requirements that we give the customer based upon the fragility of the infrastructure that we are installing. When I explain that the new CAT-6 cable that have paid dearly for may be downgraded to old voice cable just by applying more than 25 lbs of pull or by not maintaining proper bend radius, they can be made to understand that a few more dollars to correctly place or replace conduit runs that are dedicated to voice/data, at least most of the time.
I do my best to use proper design techniques and embrace standards whenever possible. Of course, we all know that when we walk into a job late.. it is always a challenge to embrace 'best practices' while accomodating the existing infrastructure.

I work with emt on my contracts to secure our lines iam a bicsi tech but must say Ive been a electrician for 25 yrs I recommend a 2 in conduit. By standards you work off of 180 degrees before pull box but this is a standard. Your length and the number of bends sould be controlled by your 40 pound pull so keep that in mind.

Part of the 100' conduit length limit is based on the length of most fish tapes.

I did a similar job a year or so ago, open ceiling, everything must be sprayed black, HVAC ducts, conduites, trusses, etc. We found black Cat5e and sprayed J hooks black. We did the main runs real tight to the trussing and it worked great. The owner called a few days after and wanted to know why we hadn't pulled our rough-in's yet. hehehe look again, it's done!
