You may want to un-sticky this.
Google is okay with minor link exchanging but in general, if it's not a resource for the users, it will leave a bad taste in the mouth of Google's spiders.
I'm not speaking from experience, I've just been reading a lot of blogs about this stuff and where it's going in the future. So if you have a high PR site that's part of a zillion link exchanges, that's not proof of the contrary, you just haven't been reported or found.

Chris I just noticed this post and I have to tell you that you have some wrong information. Google likes related linking between sites..now lets say you have a Telecom interconnect and you have a hundred links from say bread makers, financial, loan, health care type of sites...it really won't do you any favors. Google will put more weight on relevant/related links than non related site links. I think what you were reading is Google will get a bad taste from the way some of these link programs that spam sites for the link and when you get associated with such sites..there will or could be a bad taste as you mentioned..Good link building is a plus for traffic and PR. One other thing...Links should always be keyword text links. That'll give it another boost.
