I am trying to figure out how you can get a web server to dial a phone number, or an e-mail server to do so (I have never set such a thing up and would like to know where to start).

There are a lot of ways to get a machine to dial a number. What is the ultimate goal?

There are two actually.
One is that we have a pure VOIP system (ISPBX) that sends an e-mail when a voice mail is left, but cannot call out (what we use for emergencies).
I want to make a way for an e-mail server to call a cellphone if a message is left in the emergency mailbox e-mail. Not a big problem as it is a demo system we have, but I wanted to know how to do it.
A co-worker is trying to make a website where if you lose your cellphone, you can dial it from there (sort of a pet project for him and I myself am curious how to make it work). Dunno, maybe such a site already exists.
