Can anyone tell me the dial tone provider(s) for Myrtle Beach SC... and any other information that may prove useful (poor service, etc...) The system will be an Avaya Partner ACS. They will have approximately 4 lines + a fax... Currently they are using VONAGE and it's just not working out for them.

I could find the name of the provider easily if I was @ work. But Google searches show the following company:
Horry Telephone Cooperative
Standard POTS lines will work quite nicely with the Partner ACS. I don't have any contacts to check on how their service stacks up, but the customer can talk with other businesses in the area to get an idea.

Thanx Dexman.... I've seen some places that bring the trunks in on a circuit, and have some sort of CSU that breaks out the dial tone? (ex. Paetec) any options like that in Myrtle Beach?

If you don't know how to use www.nanpa.com you'd better learn. Looking at 843, Verizon South is the operating company for Myrtle Beach, Horry cooperative serves West Myrtle. Nuvox, US-LEC of SC, Level 3 (pick the carrier, Vonage, Phone Power, etc.), a carrier called P.V. Tel, and HTC Communications are some of the non cell carriers listed. BTW if you get confused. That is correct. Verizon serves Myrtle Beach, North Myrtle Beach and Georgetown. All surrounding areas are served by HTC. That is about to change though since Verizon is selling off that territory and I'm not sure if a buyer has been established yet.
