I think just a simple non-polarized capacitor is what you would need to isolate the neon bulb. Just like the capacitors unsed on ringers for isolation from the line.

Viking model pc7 made a line cord called auomatic privicy cord, mabe use 1 for co line feed to each ksu? Viking still in business.
