We were simple techs, CCO CCI OD R/T and the usual Central Office switch troubles. I don't think I ever heard of the Tip and Ring trouble codes, we just put Open or Grounded and my favorite CCWT for the CAWT (came clear while testing)

Sounds like the storm took out the pair going to the outbuilding causing the protector to fail. The gas type are supposed to deionize after they are activated if not a tip or ring ground will remain on the pair. Just a guess.
