Every cpl of weeks as of late the vm port will stop working, says "300 extension vacant" when calling vm. Usually within hours of that acd will stop functioning unable to put calls into the queue . My normal fix is just to reboot the application server or occasionally have to restart the pbx itself. That however is not working for me this morning. I am in the process of shopping for a new ip pbx and just need to buy some time on this one. I have inherited this from the previous admin and have little experience with toshiba pbx's. I know it is using a old 4.12 version of emanager which tends to lock up doing just about anything in it. They have no vendor for the system so I have been unable to get any updates for it, any help I can get here would be greatly appreciated.

What type of voicemail is it? Try looking at the event logs and see if there is anything there that jumps out at you.

i have had that issue before. Drove me crazy until I figured it out. My issue turned out to be an IP address conflict with the LIPU in the CIX. Voice mail and the acd announcer would take a dump every time this certain pc was fired up.
Which voice mail/server do you have?

There are a number of things that could casue your issues. The immediate problem is determining the type of system you have. You mentioned "Application Server" which makes me think "MAS", but there are a few types of those.
If I was going to guess and make an assumption, I would say it is a MAS using IP ports for voicemail and ACD. As mentioned there are potential issues. One being an IP conflict, a mentioned. Other times the ports can conflict with each other. Both of these are things that can be addressed.
While I fully support customers supporting their own system, the lack of vendor supprt may end up being a problem. You would not be able to get updates, as you mentioned, or tech support, etc.
Just a couple words about the Media Application server (MAS): It is a PC, subject to anything that can cause performance issues, ie lack of RAM, HD space, low resources, viruses, etc.
There is not a lot of extra resources in these systems. It is not a good idea to install a lot of extra software. You should be carefull even with Anti virus. More RAM could be helpfull.
A dealer may be able to get software to factory default the system.
Emanager is just admin software. The fact it locks up may not be an indication of a problem, although it could possibly point to the MAS having resource issues.

Thanks for all your help guys, after closer examination of the MAS I found the cpu was overheating due to a failing fan. I have since replaced and haven't seen the issue again only time will tell if that was the root source. I will let you know if I find anything else. Thanks again
