We used the same method as part of troubleshooting a ticket years ago, before we had any fancy electronic test gear. Checking the capacitance with an analog ohmmeter (condenser kick on a Simpson 260) would give you a good idea whether the cable pair was good, or, with some experience it would give you an idea of how far out an open was.
