Mike b, for a company like ours, yes.
Because this specific tech that set it up last time took 2 days to do the work and cost us over $2,000. (For something that we later found our he could have done in half a day)

So yes, $100/h is extortion when you take your sweet time doing the work instead of giving us a flat rate and doing the work quickly.

According to your profile, you are in Toronto where there are thousands of Non-Bell Nortel techs running businesses of their own or working for some small Installation / Repair company.

Let your fingers do the walking in the Yellow pages if Curly doesn't help you out to your satisfaction.

P.S.: You're unlikely to find any company or tech to give you a flat rate charge to repair an unknown problem, sight unseen. For a comparison, call any mechanic and try to get a flat rate charge to a "ping" or "clunk" that you describe over the phone.
