The system is grounded to earth ground with #10 cable. The SLC 16 cards are mixed in three cabinets. those power supplies are also grounded. We changed out one of the problem SL phones for a digital one and have had no problem from that ext. Also we have a large(3000ua) ups and I tested it recently. I had a feeling that it is the underground cable(200 pair line protected and grounded) giving the problem, but recently had the same problem on the smaller(12 pair protected grounded, with 2 SL phones and the paging going between buildings). I just swapped wire pairs and fixed the problem.

How can I force the SL phones get an outside before dialing 911? :db:

You have to remember 911 is a Feature code, it doesn't need an outside line first. To answer your question, programm the phone to be a House Phone, its under station programing, use your F1 key for a good help menu. So your Day and Night house phone code would be an 8 or 9200, whatever you use for Outgoing Extension. This will give the station an outside line automatically by picking up the handset.

You would disable the 911 feature that Rhett was referring to. I can't remember if it's a check box or if you'll have to remove all trunk groups from the feature. Once you do that, a user will have to grab an outside trunk before dialing 911.
