If there was a degraded condition with the path, wouldn't it manifest itself by audible static/noise especially during rain?

This is a very long shot, but, is there any chance that the calls to the 911 center are originating elsewhere? I'm thinking something along the lines of bridgetaps or ANI spoofing. eh

No, the inability/unwillingness to let me or the customer know what number called 911 makes no sense to me, the police did show up at the right location? I'm assuming so. Hal, they are Verizon lines, and old enough that they were GTE lines once upon a time.

GC wants me to clean up the beanie farm, so perhaps that will correct things, but I'll test with the ohm meter (Sidekick grew legs even before I figured out how to use it very well) - thanks TTT! Ed, that was one of my questions to the homeowner, and something I listened for when testing the line in use (sounded better than my home phone just 3 blocks from the CO), so it may be on that unused line.

where we lived in the 80's we had lousy service from Verizon rural we where the end of the line. I was woken up at 2 am with police at the door , shining flashlights in my face demanding to see everyone in the household .

911 from my number , my phones had been down for two days , I even brought them in and let them hear the static when you went off hook

(I finally had to threaten public service complaint to get the issues there cleared up. Supervisor says "we have 17 pages of trouble calls from this number . I guess there is a problem " )

In my instance yes, there was noise and hum that put the line out of service.
