Since 99% of the call switching is done via digital switches, the analog voice signal bandwidth is compressed and digitally converted and then sampled. It makes NO DIFFERENCE how high a quality audio signal is connected to a telephone system, the end result is an analog signal converted to digital and then sampled and then reconverted to analog that spills out the receiver.
Remember, the golden rule of data and computers: GI=GO.

Test MOH player with a set of headphones. Also I have found when we receive complaints it's nearly always a cellular connection sitting on hold. Test with a "normal" land line call and see if the results are any different.
