The other day, I ran a service call at the drug store that has T phones and, guess what? The Hold, Feature and Release keys were labeled with stencils on the base of the phone.
Why they just didn't put labels on the buttons, I'll never know.

The refurbished phones that I get from my distributor come with a tiny zip-lock bag. In the bag are replacement buttons with the actual Words not just a symbol. My customers like that.
If CON is the opposite of PRO Then what is the opposite of Progress?

All sets come proper with labels on the buttons, if any different then you have a refurbishing company that is not up to snuff.
I have seen some that give bad paint jobs/dips and no lit packs etc but never have I seen what you describe.

Brand new Nortel phones have "improper" buttons. They put that stupid Universal Sign language on the buttons. Instead of HOLD they put a handset upside down. Proper = HOLD. Improper = upside down handset. Im just saying........

Yet, another reason why I prefer to use the " series, not to mention they seem to be most robust than the T series.

LOL on the Feature Buttons, I don't know how many times I've had to explain to a user "Dial Feature 123 - Feature is the grey button with what is supposed to be a Nortel Logo, it is right above the Hold button which is red and has what is suppose to look like a hansdet sitting on its back on the desk"
