Helping a customer with their BCM50. They have a PRI on this system. Customer has a fax connected to one of the ATA ports and a postage meter on another. Both of these devices dial out using the PRI and publish their DID number. Customer would like to eliminate the need to dial 9 on these two devices to make outbound calls. I have hunted and hunted through the element manager and cannot find anything what would auto-dial a 9 when the device goes off hook. Can this be done?

Some devices need to hear a dial tone.
What CurlyCord said is how to make it work but your device will not hear a dial tone -- unless you have already set up 2nd dial tone. So if you have problems, enable 2nd dial tone.
