How many digital phones are on the system now. When I looked at the picture closer it looks like there is a BDKS on the BDKU in slot 103

Should be OK on licenses. The CIX 670 comes with 64 basic ports out of the box. Assuming all the cards are max capacity (even IVP8) I count 62 after adding a new 8 port card.

For port density I would also recommend using a 16 port station card, or adding a BDKS on top of that second BDKU card.

Problem with adding the BDKS is that you will have to delete the 8 digital extensions (if they are only assigned as a BDKU 8 port card), then remove the card in card assignments and then assign the 16 port BWDKU or BDKU/BDKS card to the same slot.
Then you will need to create the 8 original digital extensions again rembering to put all the DSS keys, pickup groups, multicall groups, paging groups, speed dials, GCO/PL ringing assignments etc back on the phones as they got removed when they were deleted.

If you have the space I would add the BWDKU or BDKU/BDKS to a spare port and create the new 8 digital extensions required leaving all the existing as they are.

Nah, You just create a virtual BDKU in the open slot. Move all the extensions to that virtual BDKU, delete old BDKU, add BWDKU, and move them back.
Would be easier if the original programmer programmed it as a BWDKU from the start, but that doesn't always happen.

Yeah I know that and you know that but this guy has never programmed a CTX/CIX and still doesn't have Network eManager yet so its all conjecture at this stage.
It would take you or I about 15 mins to do the programming but as I had said in an earlier reply he should just get someone to remote program it for him while he is connecting up the tail and plugging the handsets in.
