So all you really need to do is restrict the 011 dialing to the specific international prefix for these two extensions?
Lower the ARS FRL of the Local and Long Distance tables to 2, lower the FRL of the stations to 2 as well.
Build a new ARS table with an FRL of 2 with the International code in it. Keep the current 0+ table at FRL of 3, and they won't be able to access it (but the other extensions will).
All this assumes that you are using an SA button and dialing 9 for outbound calling, and do not have direct access to the lines or pools.
