Assuming that you have a messaging system that supports outcalling, from the administration menu enable outcalling for that extension. Then log into that mailbox and go to the "administer outcalling" prompt. Follow directions.

Intercom 777 > 99# > password > 9 > 4 > Enter the mailbox number you want to activate/deactivate for Outcalling, followed by the # key. 5 > Press 9 to activate, or 6 to deactivate.
After you've set this, you need to access the mailbox, and program the number to be dialed.

First off, thank you for the reply. I am working on this Partner remotely. I tried to get in as the admin to make sure the it is enabled, but i am having some issue. The site has a receptionist who answers the phone. I had her transfer me into vm (777) and evertime i try to log in nothing happens. I just get the greeting to reply over and over evertime i enter 99#. Am i doing something wrong?

After she transfers you to VM, try dialing *7, and see if you can get in from there.

Then it's not Partner Mail VS, and you're going to need to find out which voice mail they have first, and if it is capable of outcalling in the first place.

Is this a Partner Mail VS unit, or a Voice Messaging PC card? The PC card Admin mailbox is 0, and I don't think outcalling is an option.

No the PC mail won't support outcalling. You either have a PC mail that slides in the processor or it's a 3rd party mail as TTT said.
