I don't mean to sound negative but... I have found on many occations the tech found an issue with programming or made it up to put it to rest. Time will tell.

never heard of this before. but maybe because its a nursing home the provider has programmed the lines to call 911 on a short circuit. but if you think about it logically, how can a shorted line call anywhere... its shorted.

Was this cable on an in house system or did it have its own line?

In house. Phone company brought phone line in t D-Mark and then routed it through your in house phone lines to there room.

but its not a phone system just an SLS on a teleco line... weird. As I said earlier... how can a shorted line dial anything. Must a programming issue at the telco that says "call police if line is tampered with".

I'd tend to agree that the line might be connected to an alarm system. Maybe someone just grabbed one or two lines and ran them into the nursing home's alarm system. I don't think it's the telco routing misdialed calls to 911. I spent a few years involved with C.O. translations. I never saw this done. It could be a hot dial situation where the line is translated to dial 911 or another emergency number when it goes off-hook.
