Duh...sorry I missed that 4x40 comment and the part that there are no other cards in the system. Tripe T is right. VM ports are 20-23. without the 4x40, it would just be 22 and 23. The cards have to be installed with the processor in the middle, and then from the left slot to the right. you can't skip slots. That would explain why the small led didn't light, or stay lit.
