Celestica, from what I understand makes everything now. Maybe they dont make the CDs and license keys, but thats for security reasons. I know my CLAN boards from Avaya are now from Mexico rather then Aurora, CO, presumably because they are made by Celestica.
The PCB that contains the jacks and electronics is made (and probably engineered) by Elite communications inc. Part number KEPC-775-A. You may want to try to contact them about your "Avaya" phone, they will likely be quite surprised that you contacted them. If you ever wondered why your IP phone in the year 2008 is the size of a phone book, now you know.
Seriously, I would look into getting 9600 phones. They are much better. Sell the 4600s on eBay or trade them with your VAR. I dont even know why Avaya sells the 4600 now that the 9600 is out.
If you had a Definity, I could be of more help. To me your phones look like they have bad or corrupt flash memory. I have a 9630 with bad flash with similar symptoms. I think this is a hardware issue rather then a software issue considering that the other phones work fine.
