The Partner 206 came out as a replacement for the Merlin. It's the first Partner release and it's feature set is limited in comparison to the ACS which is much newer. I would suggest that you look for an ACS, it even looks like they are much cheaper on ebay.
Partner uses a power cord with a proprietary plug that connects to the back of the module or a carrier if you use one. Whether or not you get one with your deal is anybodies guess.

So I do not need a carrier for the module as long as I don't plan on buying any additional cards?

Yes, you can use the card as a standalone without the carrier.

Thanks a lot. I think I'm going to look for one of those then. Thanks for the help everyone!
Edit: Also, are the manuals for programming and all that good stuff on the Avaya Support site as well?

Just be sure its a 206 not a 206E like Hall said a ACS would be a far superior choice for about the same money
(a Partner or Partner11 would give you most of the features of the ACS and should also be inexpensive it would require a carrier and processor along with the 206)

If you go the route that Skip is suggesting, you could use a 2 slot carrier and avoid having the large carrier hanging in the garage.
I have several of them. If you want to PM me.

Do I need the 2 slot carrier for it to work? Or can the card just be mounted on the wall or placed under a bed etc and plugged into the wall?

Wall mounting is a requirement and yes that is to provide the proper flow of air up through either the carrier or a stand alone module. I would suggest a closet or basement wall.
