I have a question concerning a MICS 4.0. Lines supplied by the CO are analog. The user is requesting voicemail service from the campus CO. The CO can provide a stutter tone as the MWI. If the CO sends a message waiting light signal is it possible to light a message waiting key on 7310 and 7324 telephones?

Probably but you will have to have Caller ID Trunk Cards. You would only need the trunk card in the position for the line or lines it comes in on.
Sorry if its an 8 by 24 MICS you would need an external adapter for caller ID. I believe its an M8 unit from nortel.

You're mixing up a MICS & a "Modular 8x24". 2 different systems. A MICS needs CLID cards as does a Mod 8x24 for lines 9 & up. On a Mod 8x24 you need the M8 for the 1st 8 lines.

Card is a minimum NT5B41GA or GB or the newer "Global" cards NT7B75AAAC or NT7B75AAAE.
Enable CID in several areas of programming, depending on how you want to set it up.

I want to set a message waiting indicator from an external VMS to light a message waiting key. I am not clear as to why I need the CLID card to allow an external VMS to light a message waiting key on a 7310 telephone. If CLID is needed to accomplish this, do I need target lines as well.

You don't need a CLID card to turn on external message waiting. Telco features just turn on Ext Message waiting and the display on the set will show message for you. You can even program the number to access the mail from the telco and if you have a 7310 it will dial if you press the MSG call key. It won't light an idividual key though, just the display.
