Since FIOS is a VoIP type service you have an ATA between your phone equipment and the digital line. See if you are dropping voltage when the calling party hangs up. This sounds like a CPC issue, which the disconnect signal would be coming from the ATA once provided at the digital level by the phone company. The last time I had a simular problem was also on a Verizon FIOS line. I wonder why CPC isn't on by default. Most other carriers have it turned on.
