I don't think it is, there are no patch cables connected except for the one that is connecting to the PRI card. The voicemail appears to be riding on the IPEX 2 card. There is no external box for VM.

The network connection for the voicemail is near the bottom tab, below the USB ports. If it's never been on the network you will need a monitor and PS2 keyboard to connect to the IPeX to set the IP address to get it on the network. I see this often and wonder why the installer didn't put it on the network but you can use a cross over cable and connect direct to it but you still need to know the IP address so you will still need the monitor and keyboard.
