I have an OS7400 that can dial 1-800 but the outbound call just rings and rings. On my cell phone the call connects to (in this case) an insurance companies auto attendant.

I suspect something is a foul with my LCR setup, and I don't believe I have any MMC701,702,703 toll restrictions in place.

All of my other outbound calls work spectacularly. 1-888 works. 1-800 just rings and rings.

Any ideas.

dial the direct trunk and then make the call. that bypasses the lcr. then let us know what happens

Here is what happens on each of the out bound methods:

8501-8510 (Direct SIP Trunk): Rings and Rings
Hit 9 (Access LCR): Rings and Rings

I also have 7001-7008 on an SLI card that I am using as line designation on the phones.
Direct access to those ports also rings and rings.

In testing I came across a weird thing, some 1-800 numbers work. The one in question when dialed from my phone system just rings and rings, when I call the same number from my cell phone I get that companies attendant. Other 800 numbers go through just fine.

Do you have any PRI/CO lines connected to the system to try with?

Sounds like a carrier issue

I dont, it is an all VOIP right off of our ISP's modem.

All of my lines are SIP Lines.

When you call this 800# from your cell phone, are you connected to the auto attendant REALLY fast one ring or maybe you don't even hear a ringback?
If so then there is a MMC setting you need to enable for SIP trunking called "Voip real ringback". What happens is some phone numbers are processed so fast that the SIP provider is connected to the far end before it hears a ring and the call process gets lost, so you hear "ring no answer".
