My question is how to configure LEDs in series with cable. Please explain, or better yet if possible, diagram. Should it include rheostat, resistor, connectors/circuit board, termination panel/110? --What is required for this low voltage system?

I'm sure that before someone can give you an answer, they will need to know what exactly you are trying to accomplish.
The only things that come to mind would be: 1) building a wiremap tester, which you should buy, 2)installing a nurse call system, which there is also better ways to accomplish.

I would not use Cat5 or Cat6 for LED's you should use low voltage power cable also as DayTech pointed out we would need a lot more information to help you
