For each clip or pair going down the row, do I refer to them as clips or pairs. ie....if I am trying to specify, start on the 4th pair down, do I state - start on the 4th pair down sequentially on the block or do I state start in the 9th clip down sequentially on the block

its a 25 or 50 pair block ,so by pair start on the left pairs 1-25 then right side 26-50
if there are four pair cables punched down then color may not work
could have 12 white browns

On 4 pair cables I number the cable so it would be cable 1 pair 2, or cable 12 pair 1. I don't go by pin number on a 66 block.

Right, normally pairs. Clips 1&2 would be pair #1. You may find though that some KSUs or other equipment will have instructions that refer to the clip numbers.
