This is what I would like to do. I would like a phone to have no capabilities or features unless a user comes up and logs in. Then when the user is done, have them log out and lock the phone back up. How do I set this up in the CM? Thanks.

Make sure that callers can still dial 911...if you do not you could run into some serious issues....

We are currently running 3.4 but will be on 4.2 in the next couple of months.

You are running Call Manager 3.4?? Is that still supported? Do you have all of the SRs installed? I will look at some of the old stuff to see if that is supported, what did TAC say?
